Getting back to the topic, there is no doubt that the longer dashcam footage shows at a minumum one dangerous and illegal manouvre; the vehicle clearly passes the flashng red lights, so he is "banged to rights" on that one alone.
You can then get into the potential for "dangerous driving" - from the initial overtake on a 30mph urban road, to the mounting of the pavement at the start of the manouvre, to the fact there was queing traffic blocking the exit from the level crossing.
I do hope they "throw the book" at the driver and let the magistrates decide on a suitable penalty. There is in my opinion no excuse for this kind of behaviour, unless maybe a passenger was in labour or having a heart attack and he was on his way to the emergency department (but in most cases you are better off dialing 999 and getting an emergency pramedic or ambulance to the scene more quickly...)
