I went to pick up one of my friends from Exeter St Davids but on that day there was a railtour going on is it normal for the gates to be open?

There's lots of occasions when ticket gates are open, for different reasons. It's not necessarily anything to do with the railtour.

In my experience railtour tickets aren't in a format that works barriers, but I've never had any problem with being allowed through with a human check. There'd be no need to leave gates open unless there were no staff to supervise them, in which case they should be left open anyway for normal passengers' use.

I've always had to be let through the barriers by staff in order to access charters.

Another reason to make sure you arrive at the staion nice and early.

They do use the barriered Platform 2 when at Victoria.

London Victoria platform 2 has a specific manual doorway that can be used for tour operations, which means the ticket gates can continue to be in operation for other platforms.

You can occasionally get issues at intermediate stations that aren't used to railtours though. You occasionally have to point out the "Charter Train" on the departure board

The barriers there only go to Platforms 1 and 2 though.
