I went to pick up one of my friends from Exeter St Davids but on that day there was a railtour going on is it normal for the gates to be open?
They do use the barriered Platform 2 when at Victoria.In my experience railtour tickets aren't in a format that works barriers, but I've never had any problem with being allowed through with a human check. There'd be no need to leave gates open unless there were no staff to supervise them, in which case they should be left open anyway for normal passengers' use.
