For the AWS issue, AWS says a signal is green or not green. Flashing Green is not green, therefore you could go faster with an AWS caution indication.
The flashing greens on the ECML, which are still in-situ and routinely flash green as long as the flasher unit is still working (those that fail don't seem to be replaced), produce a clear AWS indication.

My understanding is that flashing green was treated as green for the AWS. Giving an AWS caution indication with flashing green would make no sense, as flashing green was less restrictive than green, and most trains treated flashing green as green.

The flashing greens on the ECML, which are still in-situ and routinely flash green as long as the flasher unit is still working (those that fail don't seem to be replaced), produce a clear AWS indication.
Ah, I had got the wrong end of the stick there, but still would need to work differently (can't have 2 signal aspects give an AWS clear in normal service) and my point on visibility/confusion if in regular use still stands I think. And thanks Belperpete on the costs/practicability info

You get a clear indication for both flashing green and steady green aspects. The other points do still stand, of course, especially further south on that stretch where signals are obscured by various obstructions as they first come into view around the curves – although the same would apply to flashing yellow sequences, of course, where flashing yellows are less restrictive than their steady equivalents.
