Yeah so if your on minimum wage and the employer pays the extra 20% to make the furloughed wage upto minimum wage it's fine.The government guidance pages say that as long as the wage is topped up to ensure minimum wage levels then that is ok.

I’m Railway agency & I asked about furlough as did others to be told the agency will supply staff if the TOC requires, in other words ‘sit by your phone you’re on stand by’ as we all know there isn’t enough work for TOC staff now let alone agency back up.Indeed. what I hadn't realised that the furlough scheme applies equally to agency workers and those on zero hour contracts. I'm sure someone on here said that some agency gatekine, cleaners and station staff had been laid off when this started rather than furloughed which isn't great.

I & other colleagues that I know now are into week 4 of no shifts & we see no possibility of work until the UK returns to ‘normal’

Yes you’re right it’s down to them (Googled everything relatedAs I presume the agency are your employer, pay you and administer your PAYE, I'd guess it's down to them to apply the furlough scheme rules. Sounds possibly they've just taken the easier option of saying there's no shifts (which may well be true) rather than applying to HMRC to get the 80%.
You Should probably get some employment law advice online from somewhere, even ask HMRC direct if the agency won't play ball. Obviously a trade union would be very useful if you're in one.
