Apple/Google Pay Query (Physical Card Required)?

I increasingly noticing the above phenomenon when a passenger is attempting to pay with their phone that the transaction stalls and a requirement for the physical card to be inserted or swiped is made. The passenger in these cases, invariably, does not actually have the physical card on their person, and nor do they have any other means to pay. The vast majority are young adults.

Can anyone spread any light on what is occurring here? In all my years of using Google pay on my phone it has never asked me to present the physical card prior to completing the transaction.

Sounds to me like they're going over the transaction limit for on-device payments.

This can be set by the merchant to whatever they like. (The underlying Google / Apple Pay have no limits)

It probably is a signal issue for the ticket issuing system when seeking payment approval - do you notice this more on train?

Sometimes it may mean that the phone needs to be unlocked first and then it works. Though that may not be the case all the time if the transaction is being forced online and there isn't a mobile signal for the card reader.
