Where there is no break of journey restriction in place why would anyone buy an Anytime Single fare from A to B when buying an off peak return from C (where C has no peak restrictions) to A that passes through B and simply not using the outbound portion is in some cases is nearly 50% cheaper?

Because they don't know about the Off-peak Return fare from C to A and/or don't realise this can be done legitimately.

If you're on a train from A to B, a member of staff will be able to grasp immediately why you would like a ticket from A to B. A C to A ticket is a bit trickier, so some people may just avoid asking for it.
