It looks similar to the Cambrian coach they have at the Chinnor & Princes Risborough railway. But I am no expert unfortunately.
A look at the comprehensive Carriage Register at http://www.vintagecarriagestrust.org/surveystatus.asp may give you some assistance.
If the photo is not too old, and you know where it was taken, the Register can be searched for a specific location.

It looks too short to have been a bogie vehicle - probably a 6 wheeler (3 axles), which would probably date it as pre-1900.
Indeed - of which many were used post-WWI as cottages, outbuildings and sheds. There are two, joined, forming the "Railway Cottage" at Holt on the North Norfolk Railway. As regards which company originally built the vehicle, you'd probably need to find a rolling stock expert on all of the pre-Grouping companies to positively identify it.
