Interesting you say that about the Tube as I don't recall ever having felt unsafe on it. Perhaps it's different in the outer reaches I don't frequent.
Parts of LU have really declined in the last decade or so, and as you allude to this tends to be more the middle and outer reaches.
What’s also tended to happen on LU is that bits which were problematic in the past now are less so, whilst other areas have taken their place. So for example the south end of the Northern Line was dire in the 80s but is now fairly decent, by contrast Golders Green to Edgware used to be sleepy suburbia but has now become horrific, and the High Barnet branch is starting to follow the same lead especially around Finchley Central.
It isn’t quite Tyne & Wear Metro, but it’s certainly getting that way. And unlike Tyneside where it tends to be gobby teenagers and Jeremy Kyle families, in London it may well be the real deal.
Stats back this up as well, as there has been quite an increase in stuff like robberies on LU in the last few years. The greater prevalence of valuable electronic devices on people may have created a cause/effect relationship here, but even so there’s a lot more bad stuff happening on LU now compared to 10-15 years ago.
