Bookies are always taking odds on things like this, so I had a quick Google search to find what they're saying about it. Paddy Power claims that Reading is the favourite, at 8/1, closely followed by Doncaster (10/1). Interesting, Milton Keynes (considered 2nd favourite by the OP) has odds of only 20/1.

Does anyone have an official list of bids?

Also, who decides on the winner, I know it is in association with the Diamond Jubilee, but does one have anything to do with the other?

Poole bid for the status in 2002 and lost. Didn't put in a bid this time. Bournemouth was already listed at 12/1.
