For a bonus point, I'm thinking that photo was taken at the lower end of the upper incline. 
At the top of both inclines, the ropes ran directly into the winding houses and around drums within, so the only place where wheels that size would be found is at the bottom of the incline for rope return.
The return wheel on the lower incline, however, is in a darker and more densely wooded location, and - IIRC - The "tapes" leading from the wheel aren't slack on that one.
