Hey guys, when I'm on a train, on most linesides I see a significant amount of rail next to the tracks, is this old rail, new rail, or spare rail?

Dropped for upcoming rail renewals basically, with the scrap price of metal still high, a mass 'clearance' of old dumped rail could raise a few quid for NR?:roll:I sometimes wonder why there are rails running down the middle of the existing lines.
