Anyone know why they are block paving the platform, is it some sort of experiment?

They should be investing in putting ramps or lifts there, given how many times that is used as a station where people have to alight and get a rail replacement bus service!

I quite agree but you need to consider the costs involved, I'm not defending anyone here but the costs of anything on the railways as opposed to 20 years ago is far too high.

For example, when they refurbished the booking hall of Hertford North back in 1990 they as in Network SouthEast and the local council were looking at putting in a lift for Platform 1.

Instead it never happened, so the only step free access remains Platforms 2 and 3 which on a weekend means a hourly service for the passengers with difficulty with stairs as opposed to the 30 minute service for passengers able to use stairs with no issues.

It's also a pain for staff as our storeroom is on Platform 1 as there's no lift, it's a nightmare with deliveries.

Anyway enough of me and my station, to answer the OP's query I can safely say that Network Rail is currently resurfacing Platforms 1 to 4 at Alexandra Palace.

FCC allows people to go to another station and come back if they need level access (e.g. go to Potters Bar or WGC to avoid using the bridge at Hatfield), but you can't do that if the line is closed for engineering work.

In some cases, taxis can be used to get passengers from A to B if need be.

Depends really on the circumstances at the time though.
