Should a phone sold as unlocked still be displaying the original network's start up screen when you turn it on?

Yes! The startup screen is a software "skin" nothing to do with the network lock.

It may be possible to replace the software with the phone manufacturers standard version - depends on the model.

If the phone was sold as new by an independent retailer it should not have an original network so showing a network's splash screen is fishy to say the least.

If it's second hand then yes. O2 contract phones are often sold unlocked, so when my mum took on my old T610 it displayed O2 logos and "Welcome to Orange" during the start up with her Orange Sim

Indeed. A search on the web may reveal instructions on how to de-brand the particular model of phone.
