Wikipedia says that it's because they do not have etcs. I suppose they need it to cross the new alpine tunnels and that's where most swiss freight routes are. They have been sold to german companies where etcs is almost non existant.

The Vectrons also have 1500V DC and 3000V DC capability so that one loco can be used throughout from (say) Rotterdam to Italy, which uses all four voltage systems.
