Possibly a cripple taken off the 6O68 Westbury to Crawley (aggregates terminal 1) or 6V68 return empties.
The wagon looks like the blue ones in these two photos -
Front wagon behind 59205 (on Westbury to Crawley),
Second wagon behind 59102 (on Chichester to Westbury).

Last September saw a much-delayed return trip Crawley to Westbury; so it's possible that the wagon was removed from that service - and it might be of a condition requiring it to be transported via road or repaired on-site.
The Crawley turns have been less frequent these past three months; and the paths to Chichester barely used. That lower demand on wagon utilisaton, might be why it's still sat there.

I managed to decipher the number from the photo... 7055009903 was detached from 6O90 Acton - Newhaven Marine on 27th September with damaged wheels, requires a wheelskate move
