Abandoned building site near Elephant and Castle

Visible from the train between Loughborough junction and elephant is a half finished building site on both sides of the track...anyone know what is going on as the place is an eyesore . I thought there was a property crisis in London

There is a nearby apartment block that has had scaffolding for a year now with gpf lewes contractor banners. . I wouldn't hire them

why? The developer might have run out of funds, there might be planning issues, there might be archaeological discoveries, there might be phased build, there might be architectural or structural issues not known about when the job started - there are any number of reasons why a construction job might stop mid way.
