Who were the people who this title was given to? Sam, the singer of "Wooly Bully" was said to be one of those, who spoke in a strange patois.

'Sam the Sham' was just the stage name of Texan singer Domingo Samudio, wasn't it? Supposedly one that was jokingly adopted due to a lack of ability as a vocal artist.
Alternatively, 'shamming' can also refer to a style of singing where the singer deliberately alters their voice to sound different from their normal tone.

When I first heard "Wooly Bully" sung by Sam the Sham, I could not make head nor tail of the words being used, hence my mention of patois.
I think that I heard it years ago in the film "Full Metal Jacket".

Easy enough nowadays to look up the song's lyrics, if you so wish. Believe 'Sam the Sham' was possibly a Mexican-American, although some sources do claim differently.
