TPWS overspeed doesn't mean that the train's exceeding the permissible speed at that location, it merely means that it's exceeding the TPWS set-speed which (according to the TPWS design for that location) means there is a risk that the train isn't braking sufficiently (or at all) to comply with a subsequent reduction in permissible speed or stop at a signal at danger.

I once explained it to my wife. The analogy I used was heading into our local town.

The road is 60mph dropping to 30.

I told her to imagine a speed camera a few hundred yards before the 30 signs. It will flash you if you pass it at a certain speed and you’ll get 3 points.

But you don’t know what the speed it will flash you is.

It could be anywhere from just above the 30 to even slightly above the 60 limit you are in now. (Weirdly there are TPWS locations like this).

But it’s probably somewhere in the 45mph range with a fairly wide margin (anywhere between c38-52 mph).

If it’s 45 you can pass it at 44 every day. But pass it at 46 and it’s 3 points.
