Ok, I just spoke to them, and they confirmed I have cleared it all out, and there's nothing left for me to pay.
As with all these things, it would be good if you can get that in writing. In case you can't, make a note of as much as possible of
- who you talked to (organisation, job title and name)
- on what phone number (or where if you went to see them face to face)
- when (date and time)
- what precisely you asked them (exact words or as near as you can get)
- what precisely you were told (ditto)
- what you understood this to mean

These things rarely go wrong, but if they do, it's worth having as much evidence as possible: having a written response is best but in the absence of that a near-contemporary note of the phone call is good.

As it's over 20 years ago now, I can probably reveal that when I was on a council's planning committee, we had to agree compensation to someone as we'd required them to demolish some structures around the back of their house: they had called the council for informal advice and the officer they talked to agreed they didn't need planning permission to put up shelters for their pets: unfortunately the council had failed to understand that the pets were in fact horses and the shelters were full size stables... The council lost because the householder/horseowner had a reliable note of the phone call where they were given the advice.

You should get that in writing, either by way of a receipt or another statement showing the amount paid. At the moment you don't have any proof you've paid the fine, and you also know you haven't paid it, because you say it was refunded to you.
