5 August Engineering Work between Three Bridges and Horsham

I have noticed that buses will be replacing trains next Sunday between these 2 stations due to engineering work. On occasions in the past, the line from Dorking to Horsham has been used for diversions. Nothing appears to be showing at this stage. Why is it not possible to extend certain VIC-DKG services to Horsham, and onto the Arun Valley line to save some passengers the hassle of additional changes? I've seen there is early morning engineering work between Cheam and Epsom until around 0720 but after that the Dorking line seems unaffected.
