A departmental working, Q suggests a test train rather than a weedspray or railhead train. The Brigg line had presumably been missed off a previous circuit so this would have been what's known as 'Gold Recovery' where they need to run the inspection train over it in a particular time frame or speed restrictions will start being put on.

While you are right that loco-hauled 3Qxx workings are almost always test trains,
in this case, it is actually a weedkilling train.

In addition to the Doncaster-based train, there are two others in operation, currently
based at Kings Norton (3Q98) and Whitemoor (3Q00)
