Well there wouldnt be any trains running past now..... if that was to happen

..and why not? If it was safe to do so and no other space was required, didn't affect another line, why couldn't trains run past? It's perfectly permitted. I've worked worksites at night, with heavy lifting equipment, on-track plant and machines, dozens of men at work with traffic running on adjacent lines. This is little different.

It looked like the 37 was hanging near a bridge i was likening it to the recent NYMR incident where they didnt risk passing trains causing vibrations

I'm sure that incident struck something didn't it? That 37 looks like it just fell off, rather than striking something that could have caused potential structural problems.

There was that and they didnt want vibrations to send it down the embankment, which i thought could be like this situation. Especially a freight rattling past. It wasnt referring to having a worksite it was more the situation.

Depending on the situation, a speed restriction can normally sort that out.

It all depends on the situation on the ground to be honest, depending on an engineers evaluation.
