Yes, ultimately countries are stuck with their own past offenders. Executing them or locking them up for life are (rightly) considered disproportionate for most crimes. Having them go back to a life of crime is considered undesirable. Therefore there are provisions in domestic law for rehabilitating offenders.

But countries have no such obligations to foreigners. They can simply kick them out or refuse them entry.

You cannot be serious with your unhelpful post. Sure, London has free travel (!!) - how many people arriving here think London has free travel? How many people use the system many times and think it's free, with its numerous gates, ticket machines, and contactless credit card operation? What?

Do you reckon the OP, who has near-perfect English, has no idea what was written on the pass? No curiosity at all? Especially when it appeared to dispense unlimited free travel? Give over.


It's because someone dropped their staff nominee pass by accident, isn't it? You reckon finding a staff nominee pass and stealing it and then using it for a while for free travel is some sort of excusable activity? Unserious, unhelpful post.

Well, quite.

The levels people will stoop to in order to defend obviously dishonest behaviour (the theft by finding and repeated use of a pass no reasonable person could think they were entitled to, in order to evade fares) and subsequent deflect from any helpful advice posted is insane.

This is an interesting thread, but I agree with this. I have a bus operator nominee pass and the conditions to get it are very strict - it has significant advantages and TfL is very careful to ensure that they are given only to those who are entitled to it.

We never did get an answer to whether the OP has attempted to top up the Oyster card in the first place? To me the silence here says a lot.

I'm curious as to whether the OP would have picked up a blue oyster card in the park and used this to top up? Rather than just using their contactless card in the first place, or just buying an Oyster card? There are things here that don't seem to make sense.
