I think they're both right - the Virginia National Guard was mobilised on request of the Mayor of Washington and some other branch of the National Guard was mobilised by the White House. Also, the Maryland National Guard has been sent in by its Republican governor.

Yes, I should have added 'armed'. It was agreed yesterday with the DoD that they'd assist during today's protest but in the arena of traffic and crowd management in a non-armed capacity, hence unavailable today for these extra duties.

However, I think a slightly different point is important: when there was a Black Lives Matter demonstration recently there was an enormous police presence in Washington, which may have been over the top but may have ensured that the demonstration was a peaceful one. Today's police presence was inadequate for a Trump-fuelled (mainly) white mob, but why had it been deemed suitable when of course it wasn't?
