1977 selective prices manual - help please

I am currently scanning a 1977 BR prices manual. I will share the scans with TimetableWorld (TTW) so everyone can see it.
There is a feature in TTW to add information about the item.
I would like a short article to help describe what the book is and its importance to the railway at that time.

About 300 words - ish.
