Are the Class 195 permitted to run at the higher line speed over the Hope Valley, or the lower line speeds?

I don't know the line but 195s are permitted to run at SP/MU speeds.

According to RTT 195123 and 195125 worked the 1637 Blackpool North to Liverpool Lime Street and 1912 return yesterday, booked for a pair of 331/0
