A couple of observations in 3.28 it indicates more to be said on Northern Powerhouse Rail in due course

3.28 While completing the Transpennine Route Upgrade is a key step in addressing these issues, this is only one step. As noted in the Chancellor of the Exchequer’s speech for the Spending Review 2025, the government will set out plans to take forward its further ambitions on Northern Powerhouse Rail in the coming weeks

the most amusing part is in table 1.1 it references Rail Network Enhancement Pipeline (RNEP) documents and that ist updated on a rolling basis. Someone better mention that to Heidi Alexander.

It's a very bold strategy for sure, if most of it is delivered, it will be transformative. What caught my eye in the transport section was an emphasis on public transport being effective in densely populated areas as part of the reason for investing in it. While it cited large towns/cities outside London with a lacking in this area, especially compared to European cities of similar size, I wonder if this also a nod to giving the Bakerloo Line much-needed investment in both a new fleet and the extension to Lewisham?

Yes, the chapter on the built environment and citing European cities for densities was promising.

In the transport decarbonisation chapter, I couldn't find a single reference to rail electrification or mode shift. That was disappointing.

I've only had a very quick skim read, mind.
