I've not been down there myself, but I'll try and answer this as best I can...
I've seen a few photographs of that 08 taken from near the buffer stops in the terminal, but I don't think you can get very close to take a photo without going onto the customer premises (from what someone was telling me).

If you just want to see the loco for sight, search on google maps for "Lidl Rossington" and there is a roundabout near where new houses are being built. On Google Streetview, the roundabout has one uncompleted exit which ends in a wooden fence. If you look where the electricity pylons are, and zoom in, there are a couple of blue sheds which are in the waste terminal (marked as Attero Recycling on the map). The buffer stop is close to the nearest pylon when you compare it to the satellite view. With the houses being built I'm not sure exactly what this area looks like now, part of it may now be a building site.

From here I think your best bet is to walk up to the big roundabout on the Great Yorkshire way and explore the path which goes closest to the River Torne (visible on google maps).
Depending exactly where the 08 is, it might be at least partially visible through the trees somewhere around here. See this photo for example: https://www.flickr.com/photos/67434122@N04/48623602223/
The train of empty wagons arrives at Rossington around lunchtime Monday-Friday and usually leaves around 2am. I don't know the exact pattern of shunts but I assume there must be some loading activity during the afternoon, with the 08 being at the buffer stop end of the branch.
Like I say I've not been down there to test my theories, but this is what I can work out from google maps and Flickr (I live fairly locally so I was curious to see if it was worth a visit to try and get a photo).

Thanks Adrian for ther detailed write up. I went last Sunday, parked on Lidl and had my binoculars on the site, nothing seen so i went for a walk down the path parallel to the main road thinking it was just down from the actual recycling centre. I drove around to the recycling place, asked the security chap if i could have a quick look by the line, which he did.....still nothing, all i could presume is that its by the mainline. I checked to see if there was a viewing place near the football ground/recreation area, couldnt see anything so gave up, one for another day as they say.
