To be fair almost all Vectrons are German-registered. The only exceptions I can think of are the ÖBB ones used on freight (class 1293), and possibly some Slovakian ones that I'm sure I've seen (I think they were red). (Having checked, these are class 383.)
As well as Germany and Austria there are also Vectrons registered in Switzerland, Poland, Czech Republic, Slovakia, Bulgaria, Hungary, Denmark, Sweden and Finland that I can think of.

Speaking to a TM (or whatever the term is) on the Zürich - Graz beds a few weeks ago, he said the new stock would be entering service in January on the Italian sleepers. I also spied the new stock outside Wien Westbahnhof with a white Vectron attached to the control car. (DVT).

Presumably that is one of Siemens’ own test and development locos.

Oh, and it’s not a DVT.

That should get very much easier once all 33 new sets are in service.

Zurich - Rome will require one (well: two!) of those, while if Barcelona ever happens, it will be with classic sets, because the new NJ will not be approved for France (the Paris services will also remain with classic stock).
The new sets are approved for Germany, Austria, Switzerland, Italy, Netherlands. But there is an option to equip the new sets to enable operation in Poland, Czech Republic, Slovakia, Hungary, Slovenia, Croatia.

They are not approved anywhere yet.
