With respect, that's not the only way. You could make all bus services free to use. Problem solved. Oh - and as a bonus, it immediately reduces to zero the amount of revenue lost to fares evasion. (Cue someone complaining that such a move would devalue the ENCTS pass, so is discriminatory...

Be careful what you wish for. The easiest solution to this is to suppress demand by increasing fares. Particularly so when resources are scarce. This is undoubtedly discriminatory against those in society with less discretionary cash available, but hey-ho, it's the way of the world.
