You have to unfortunately shop around at Paddington. The Praed Street (District and Circle lines) did it for me, but the staff under the concourse refused with the same barrage of excuses you got.

Bristol Temple Meads to Clifton Down is £2 for an Anytime Day Return. The single for the bus is £2.25/£2.50, depending on whether bought in advance or not.

You're right with the 17 as it does pass through Somerset, Bristol and Gloucestershire - thanks for pointing it out. However, the A4 and 672 only pass through two counties: Bristol and Somerset. Bath is part of Somerset.

First West of England 18, 19 and 37 pass through Somerset, Bristol and Gloucestershire.

It's because TfL Penalty Fares are issued in accordance with Schedule 14 of the Greater London Authority Act 1999, which is somewhat less fussy about exact wording and the appearance of the signage.
