Was this strictly enforced/observed? I have vague memories of services terminating there, sitting for a while (staff having a chat on the platform) and then returning back to the Waverley. While I might be wrong I'm pretty sure that was what happened.
I pass here quite a lot and wondered the same thing, although it may have something to do with the house building at the old Abbeyhill triangle or even the other building work going on along the side of the ECML (next to Student flats) just before Meadowbank.
Musselburgh: Station Road Is where the old station on the Musselburgh branch used to be where as the current station is served by the ECML on the edge of town.
I don't think that extending platform 18 needs to see the North ramp being removed. It seems like it's possible to extend that platform down to and around the North ramp in the same way they are about to extend platform 12.

Shortest one I can think of is the original Wallyford station. Opened in June 1886 and closed the October of 1887.
