I don't see why that's not possible. Manchester Victoria's perfectly capable of seeing another train an hour in each direction. But it's probably because the service will be less used if it doesn't go through Piccadilly.
I go to Lime Street quite frequently, and it seems to me that most of the time, there are platforms that are empty for a good half an hour. Surely this would give a TPE train enough time to turn around? Even if it's just one extra train to Liverpool (say the newcastle one), it would be better...
