Signalling staff shortages at Paddington

Lack of signalling staff on evenings at Paddington feels like a recurring nightmare now! Does anyone know exactly how this affects services? I’m currently on a TfL Rail train to Maidenhead and we’ve been stopped at Southall for 25 minutes owing to signalling problems - train left late too...
