After seeing a few Fb posts and what with climate change and steam bans etc , should it be compulsory for heritage lines who operate steam in high summer to have a water carrying/ fire fighting wagon ?

Quite a simple question really as per title. I've seen a few railtours cancelled due to lack of bookings this past 9 months , one was even steam which not too long ago was unheard of.
