Mod Note: Posts #1 - #14 originally in this thread. Seems like it would be better to make all tickets non-refundable, scrap delay repay and reduce ticket prices to make it subsidy neutral. Removes a risk of fraud and gets rid of a whole lot of admin for both the industry and passengers.
