European FIP travel

According to ATOC's site, if you're travelling on FIP coupons in Germany, you don't need to pay any supplements to travel on either ICE or IC unless you want a seat reservation. However, a well-travelled friend (and FIP traveller) says I do need to pay one. Is this because you must have a seat...
