IIRC, it was more that it was very touch and go as to whether the DVT would get route clearance in time for the launch train, so the DBSO was done as a back-up. In the event, the use of the DVT was approved just in time.

12164 was at Wolverton, had been there since last May so presumably some unclassified repair not connected to the overhaul programme.
