I think this is a really good idea and definitely worth full investigation. The current single line HS2-HS1 link has always looked poor. The current plans separate through traffic from London traffic, greatly reducing the viability of any through services, perhaps to the point of non-viability...

I suggested OOC as the terminus to keep costs down, and because with Crossrail its really not that much different in journey times to other London destinations than any of the other termini. Plus theres a fair old chance OOC will be heavily redeveloped to be a new "centre".

I favour 4 tracking, but not under the model you're proposing. It seems to me that 18 to 20tph of super-hi-speed trains is probably just about sufficient to serve the UK's top tier cities for at least 40 years. What it doesn't allow for is the next tier down of cities, Chester, Stoke, Stafford...
The SWML has three services groups - inner suburban, out suburban (Walton/Guildford/Working/Farnham) and long distance. But there are only 4 tracks. Increasing that to 6 tracks is the key here.

The "fifth track" from Surbiton is a crazy idea, and should never have made it as far as the RUS. IMO, the key is separating the long-distance, outer suburban and inner suburbans, giving each 2 tracks.
The best way to do this is to build a 2 track tunnel from Esher to east of Clapham...
