The only seats drivers do seem to get sniffy about if you aren't booked to sit there is the front seats. Several times I've been on services where they've been empty but been instructed not to sit there. Some drivers are more flexible about it than others though.

Big Lemon Bus run a service from Bristol Parkway Station to HMP Ashfield in Pucklechurch. Similarly, services 525 (Yate to Emersons Green)and 532 (Pucklechurch to Longwell Green) both pass near to the prison.

I'm guessing if there was a Franchising system in place then the council/authority would determine the routes and the level of service and so for routes such as Crewe to Nantwich the services would be more evenly spaced out on a common frequency rather than two operators bunched together?
