Bromsgrove - Hereford is ~66km. Read recently that 80k is about the reasonable limit of battery trains. So would be a long time recharging at Hereford.

This is, generally, rubbish. Man-made embankments & cuttings were designed to be stable without trees/vegetation. Extensive root systems can actually damage the structure. Grasses can be useful for keeping the surface soil knitted together & slowing down water run-off.

Why does it need to be a live railway?
There are often long stretches of line closed for work, when the actual work site is only part of the stretch closed.
Or if there's been major works, keep it closed for another day so a big team can go in & do the work.
A big chunk of the cost is the tunnels to get through 'sensitive' areas. Those areas are so sensitive that we're currently taking out all the roads & buildings, aren't we...

If it's on noise nuisance grounds, then fencing along the station boundary with acoustic fencing, & possibly changes to the loco exhausts, could be enough of a defence. The defence may also be able to have the affected properties...
