And indeed what is supposed to happen. Unfortunately, many 'main roads' have houses alongside them (i.e. are 'residential') so have 20mph limits. And they're not building any new bypasses apart from the £1bn one around Merthyr Tydfil.

It's the nature of any development alongside a road that counts, not the length or classification. Residential means 20mph.
