Travelcard Query: No reliable Zone 3 NR service. Who will refund?

Am figuring there is only a "tough luck - lump it" answer to this question, as I've been unable to find an answer on searches. I commute from Haringey (London Zone 3) to Moorgate (Zone 1). No PAYG exists at Haringey, so I buy a 1-2-3 Zone Travelcard (weekly). At the moment due to FCC's...
