    My advice would be to pay it thus you prevent any harsher action against you. However as you feel strongly about it then contact SWR and ask them to justify why (a) they didn’t take into account the fare already paid (b) the administration charge which to you seems excessive.

    From memory the uptake of many of these through tickets was very low and not worth the effort / set up costs etc. I think there were also issues about revenue apportionment which further discouraged heritage railways from setting them up.

    Being convicted means you will receive a criminal record. A fine is the punishment you receive for being convicted. In other words you can not just get a fine, you have to be convicted first.
