To answer my own question the records appeared after I bought something else today, 3 weeks and change after travel. A bit odd, but there we go.
Charges were dated the day after travel as expected.
I don't doubt that happens if you cross the Z6/13 boundary, but it's a different matter if you don't. Either that or the TfL open data for journeys within Z13/14 is incorrect.

That assumes Booking.com and Avanti use the same payment processor and acquiring bank, which is unlikely (and yes, that can affect the 'journey' of a refund). It is possible that Avanti and the banking system are both responsible for the delay.
You are probably describing a Faster Payments transaction, for which the process differs from that for payments made by debit/credit card.
