If I were TfL, I think I'd have made it clearer that they won't receive payments for mileage not run and, in addition, they have penalties for not meeting the target (there are bonuses for performing significantly above target, but they don't seem relevant here)

I'd imagine Stagecoach could get buses from elsewhere fairly easily and employ many of Preston Bus's drivers (with a reduction in duplication they shouldn't need quite as many). It's only 15 years since Stagecoach were forced to sell Preston Bus by the Competition Commission (as was).
