    Bus passes are administered at county council level, so while it might be nice if your local council knew about it :D, all queries about this scheme should go to either Bedfordshire (in your case) council or Hertfordshire council .

    Trainsplit doesn't seem to offer me the correct fare from St Albans City to West Brompton arriving WBP at 18:30, return at 22:30 weekday travelling via West Hampstead Overground It offers the any permitted fare at £12.85 rather than the fare of £11.35 that the Thameslink site offers me.

    That's sort of the same issue. You are already behind the gateline at Waterloo East with that route. If you select a route that avoids Farringdon - in affect forcing a tube connection to St Pancras and entering the barriers there, the price goes up!
