There's a Railway ID you get from your TOC, not sure if drivers have another though. Don't think anyone should post a copy either way though.
Network Rail have the Sentinel card for track staff, sure that's a Smart card.

I have absolutely no love for Serco but this is a massive over-reaction. Sleepers failed when First had the franchise too and we didn't have this.

I'd treat spotters the same as drunk & disorderley. If they're over the boundary or near the line then they deserve what's coming. They know they shouldn't be there.
