After 18 months the proposals put forward by the RDG/Government are ridiculous. As Mick Whelan said not 1 line of it is acceptable.
The document is vague and many of the suggestions are unworkable. Let's say it came in the railway would be in even more of an unworkable mess than it is now...
I very much suspect it isn't higher than others. Even if it's slightly higher than usual it shouldn't mean that the service is decimated like it is currently. Would be nice to hear an official statement from the man in charge, the silence from the top is deafening.

Alot of York and all of Newcastle depot have completed coupling/un coupling training. Many drivers haven't actually done any since their initial training though, so some have asked for refreshers, all depends on the individual.
The guards working the trains sign the route, they know which doors are accommodated and which aren't. It's certainly not standard practice for them to move or "force" passengers to front first three coaches. Therefore I'm going to take your complaints with a pinch of salt.
Although I've heard announcements at certain stations state to board front 3 coaches only it's incorrect.
Wheelchair users can always board or alight at Chester le street with the aid of a ramp. Only 1 door at either end of train isn't accommodated, 1 of which is a crew only door anyway.
